Default Win XP2 SP2 uninstalled still having problems

I may be missing something.
Are you still having a problem?
It all sounds OK, but you are mentioning reformat.

If you installed SP-2 and it since reinstalled, it is because you
have
Automatic Update enabled and also accepted the EULA:
Right click My Computer
Click Properties
Click Automatic Update tab
Make selections as desired
