And don't some programs just download an installer, which when run
will then access the internet to download the actual program? I've
certainly noticed internet traffic when installing some programs or
updates, and some installers seem quite small considering the program
being installed.

It means of course that when you run the installer on the new portable
it won't work unless it has an active internet connection.
