Someone planning to travel to a country that does not use English told

a) I figure the language can be set in the settings (set, settings, get
it?)

b) I told him the worst that could happen if it didn't work because it
was dl'd in the US is that he'd have to uninstall it and reinstall it
when he got there.

Sounded perfect to me but then it occurred to me that in Windows,
uninstalling a program does not normally delete the data that went with
it, inclding the ini file or afaik wherever the settings are kept.

So does Android work like Windows or the opposite, or differently?

TIA

Wrong group. Sorry. I was asking about Android.
