Default Assumed Login & No Administrative Tool Icons

START | RUN | type REGEDIT & press ENTER

Navigate to:

HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \
Explorer \ Shell Folders

and

HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \
Explorer \ User Shell Folders


Find and delete 'common administrative tools' in the right pane & restart
windows

BTW, the user logged to XP has administrative privileges in case somebody
can suppose the problem is happening due to the type of user.
