If Dell has that as an policy, it would be listed on the website.
Call back and ask again.
If the tech states the same, ask for a web reference.
If the tech can not, ask for a supervisor.
The tech is most likely stating personal opinion as company policy to the
detriment of Dells customers.
There are some valid specific reasons not to install a specific patch or
Service Pack but a general statement of not to install is incompetence.
