Default F8 confusion

Linea,
The first F8 is a Boot menu from the BIOS you can choose BEFORE
The O/S starts to load. The second F8 shows you the Advanced Boot
Options menu in Windows 7. You cannot get to the second F8 until
the boot process starts. This can be tricky and may take a few
attempts. Try tapping the F8 key as soon as the BIOS Splash
screen disappears.

When I press F8 right after rebooting, I get a (blue) boot menu where
I can choose from all devices to boot from. Very handy when I want to
use the bootable USB stick. This menu is also a good woork around
for the error "reboot and select proper boot device or insert boot
media in selected boot device". I can't get the bios boot priorities
configued correctly.

So I was very surprised to find the following information, also using
F8 for a very different "Windows boot options". (black screen)

How can this be?
