On some systems, changes to boot sequence are (or can be) a "one time"
setting, reverting after that one time; the permanent change option is
usually there too, if you look for it.

If the setting didn't change, you'd get an error since it can't boot
from a device that's not connected.

True, but I haven't seen a system for some time that didn't offer a boot
_sequence_ - i. e. it tries one, then another, until it finds something
that can be booted from, rather than only trying one and giving an error
if that one's not bootable. The BIOS menu lets you change the order in
which it looks, rather than just the sole device.
