But that turns out to be only an empty portable apps downloader gui.

I use an old version 2.0.4 or 2.2.1
You can get them from FileHippo.

To make it portable, just extract it to a folder and place an
empty file called "settings.dat" in the folder BEFORE running it the
first time. It will keep all the settings there, instead of writing to
registry.
