That is the "MS Remote Access and Routing ARP Driver".
Which points to a networking problem most likely.

Here is a note on Driver Verifier. For your consideration.

A useful set of tips from Joshua Smith at MSFT:

1) Windows Key + R=20
2) Type in 'verifier' and hit enter=20
3) Make sure 'Create Standard Setting' is selected and hit next=20

There is a possibility that your computer will crash on reboot. If this=20
occurs hit F8 when rebooting just before the windows logo screen and =
select=20
the safe mode boot option. Follow the same steps above but on step 4 =

'Select driver names from a list'; hit next; check the box next to any=20
driver where the provider is not Microsoft; hit Finish; reboot.=20


This will slow the performance of you computer a little while enabled =
but will hopefully catch the driver causing corruption. Next time you =
crash the blue screen will hopefully say something like=20
"DRIVER_VERIFIER_DETECTED_VIOL=C2=AD=C2=ADATION".= 20
