Seriously, take a look in Device Manager. The wireless mouse might
show up as one or two devices (maybe the wireless part has it's own
entry?). On devices qualified to bring a computer out of standby,
there is a Power Management tab in the properties of the device. For
example, my keyboard has this tick box -

"Allow this device to bring the computer out of standby"

You could try playing with that setting. Perhaps the wireless
receiver has such a setting.

At one time, the solution to this problem was simpler. Five years
ago, motherboards had USBPWR three pin header blocks, with a jumper
on them. One jumper position was +5V (don't wake up) and the other
position was +5VSB (can wake up). Simply moving the jumper, would
remove power from the socket when the computer is in shutdown. And
then, it wouldn't matter how the Windows tick box was set. Without
power, connected devices don't have a say in the matter.

But modern motherboards dispensed with that, and all USB ports will
be powered with +5VSB. And then, you need those Windows settings.
