Default Computer Boots-up due to moving the mouse after shutdowm - Why ?

BUT ... Now after full windows shutdown, the computer will boot-up by simply moving the mouse by the smallest amount.
A key press or mouse click will have the same effect.
I understand the difference between Shutdown, Suspend, Hibernate, and Standby but this mouse movement induced Boot up
problem occurs after a full Shutdown.

No software disc came with the new keyboard & mouse so there is no other software involved.

Any ideas why this might be happening and how to stop it ?

Boot into BIOS and look under the Power settings for "Keyboard PowerOn" and "Mouse PowerOn" or something similar.
Disable both. I know it's supposed to be for a mouse button press, but it may be seeing the signal from the wireless
dongle as a button press when the mouse is merely moved.
