Agree with 'Stormin' Norman' - Filezilla server is easy to setup -
particulary users.

(You don't wanna do that with MS's FTP server - it's horrible).

What, more specifically, is the problem?

If you have a play with Edit, Users and Edit, Groups - I'm sure you'll
get the hang of it.
Perhaps you only want to create one (FTP) folder and two (FTP) users
(one for yourself).

From memory, it can be problematic to test when you're local - that is,
workstation to server.
