Default "checking online for a solution"

I'm using Vista but it seems a lot like 7.

Is there a way to turn off the process that generates the message,
"checking online for a solution"?

It's never yet found a solution, so this is just another waste of my
time.

How can I turn it off? Thanks.

No, you won't always be happy with the results.

On average, it takes all evening to track down
enough registry settings to even get close
to taming that stuff. It's like training
a puppy to use the litter box :-)
