Choose a more compatible format for your FAX, i.e., CCITT 1. Also, add two
commas to the beginning of the phone numbers you dial. (They add 2 seconds
wait time to the dialing.)

My fax service (winxp, sp2) works selectively, for most numbers it does
work, but for some, not. When a phone number fails, it's a complete
failure. It never works. The response I keep getting is "The line is
busy". I dialed manually to the failed numbers, and they seem to be
perfect.

failures happen, since the xp fax service is incompatible with some,

p.s. I've installed an alternative fax program, but the problem stayed.
Looks like replace the program isn't going to solve my problem.
