Default I want to Shut Down Messenger permanently

When I did remove it in this fashion I could no longer get on internet
message said must install msn messanger for this program to work.
I used system restore to bring it back so I back to my question How do
you shut down messenger.

If you mean MSN Messenger or Windows Live Messenger, you can just uninstall it from Add or
Remove Programs in the Control Panel.

If you mean Windows Messenger (which comes with Windows XP), you can remove it by clicking
the Start again, then Run and copy/paste the following:
RunDll32 advpack.dll,LaunchINFSection %windir%\INF\msmsgs.inf,BLC.Remove

Then click OK.
