Ask M$. I was made aware of the problem through the RSS-feed of
security.nl. They pointed to M$'s solution:

It clearly states:

| We recommend that customers uninstall security update 2823324 and then
| install security update 2840149. This article provides multiple methods
| to uninstall the update.

Presumably there is some technical reason preventing them from just
releasing a later update that does the uninstall (plus fixing whatever
the original was supposed to do anyway)?
