Default bank site & enabling java

Maybe the site is not compatible with IE8. Try Tools Compatible View
Settings and add the site to the list.

I am trying to find out how to enable it, but still searching.

Java and Javascript are not the same. Java requires a separate
interpreter be installed to support that language. Javascript is built
into whatever web browser you are using (and why Javascript doesn't
always run the same on every web browser because each thinks their way
is better).

You need to go into the security zone under which the web site is being
rendered. In the status bar of IE, look to see which security zone is
shown for the site you are currently visiting. It could be the
Internet security zone. If so, go into Internet Options - Security,
select the Internet security zone, scroll down to the Scripting
section, and make sure active scripting (Javascript) is enabled.

If you're not into customizing the security zones then click the Default
button, if enabled, under each security zone to reset IE to use the
default settings for each security zone. The default settings for the
Internet security zone is to enable scripting.
