Unless you are using Mac OSX Server - yes. Make identical user accounts
and passwords on all machines.

How does this address the problem of the XP machine not being able to
see the HP laser printer?


I have no idea because I don't know what you did or didn't do. Did you
try to add the printer to the Windows machine? I find that HP's Network
Printer Wizard works very well to add network laser printers to Windows
