Default can I "merge" 2 DVDs ?

I am using winXP Home and have got 2 DVDs now which I am asked to copy to
one DVD. And I have no experience and have never done that before.
Each of theses DVDs has folders named VIDEO_TS and AUDIO_TS.
The AUDIO_TS is empty and the VIDEO_TS of the 1st DVD has 3 .VOB-files the

It is possible to do what you want. However, to do it you will require a
DVD authoring utility which is capable of importing .VOB files. There may
well be some free ones around but the one that I use is Power Producer.
Versions 3 and earlier were able to also import the .VRO files that DVD
video recorders use but this was dropped from Version 4 for some reason.

Note that you cannot do this if the DVDs are commercial DVDs as the .VOB
files are encrypted - though this can easily be circumvented by installing
something like AnyDVD.

Some DVD burning packages have authoring utilities as part of them but few
recognise .VOB files.
