Make sure the file/folder in the SendTo folder has no Hidden file attribute,
because the SendTo menu won't show file/folder if it has it - even though
the Windows Explorer is already configured to show hidden files/folders.

Also, the SendTo menu items are only from the current user's profile and the
"All Users" profile. The items will only came from up to two user profiles.
So, if you run Notepad using a third different user via the "run as"
right-click popup menu, then access the SendTo menu from the File Open
dialog, the SendTo menu will have different set of items which came from
"All Users" profile, and that third user account's profile. It won't include
the items which came from the user account which was used to login into
Windows.
