Default Game problem I can't fix

The game is supposed to use DirectX 9 (Win10 is supposed
to have a fallback, but I haven't verified the status of
that lately).

Good idea Paul, I often use Agent Ransack and Everything.exe to locate
left behinds of uninstalled programs and delete them from there, to get
a clean start before installing it again, Also works great for programs
that won't uninstall, delete bits and pieces till the program won't run
then you can uninstall it.
