Kaspersky virus protection will cause this, among other delays.

So will most other AVs, screwed up registries, badly
fragmented drives, ramdisks that save an image, corrupted drivers etc.
The OP looks like he's just phishing. He didn't give a single
useful detail about hardware specs or software that was running.
