That's call Stereo Mix, and is available even in Windows 10,
but will require hair loss to get it going there. I think
Windows XP makes that a bit simpler, but not by much.

Custom (manufacturer) control panels for the win.

AC'97 and HDAudio pretty well have all those sorts of functions.

Some of the whizzy PCI or PCI Express cards can be missing
features, even though some have a DSP complex and their own
firmware and should have all the functions. For example, my
PCI cards had no working bass and treble knobs to adjust,
and no software graphic equalizer either.
