Default KB4041676 broke all the sleep timers on my machine

All of the sleep timers are broken on my machine after the 2017-10
(KB4041676) update.

The screen will not time out and blank. The machine will not go to timed
sleep.

All I can do is turn the monitor off, or put the computer to sleep
manually. When I put it to sleep manually, sleep works normally. It stays
asleep and I can wake it with my USB mouse/keyboard. The computer doesn't
have insomnia; it just doesn't time out and shut down any longer.

No screen blanking is a special ****er. I'm going to have to go back to
using screen savers like it's 1994 again.

powercfg -requests shows no holds on the system.

Effectively, 2017-10 breaks power management on my machine.

Anyone else seeing this particular problem? I'm reading all sorts of
other horror stories on Google and in MS's Community forum, but I haven't
seen this particular problem mentioned. Maybe something went wrong with
the update and it will be fixed when I update again?

(What I did to temporarily fix this was uninstall the update, which
brought my machine back to the 2017-7 Cumulative patch, and then
reinstalled 2017-9 from the MS Windows Update website. Then I paused
updates for 7 days and set the security patch deferral to 30 days.

Timed sleep for the monitor and the system work normally with 2017-9.

I don't know what I'm going to do with my Windows 10 Home machines.
Hopefully, none of them will be affected.)
