Default uninstalling and saving data/settings

Sounded perfect to me but then it occurred to me that in Windows,
uninstalling a program does not normally delete the data that went with
it, inclding the ini file or afaik wherever the settings are kept.

So does Android work like Windows or the opposite, or differently?

You sure the unidentified program doesn't itself provide language
support (i.e., options within the program to change its GUI to use a
different language)?

Rather than provide separate versions of a program that use different
languages hardcoded into the program, a program may simply use objects
for each menu item and other GUI elements that get mapped to a language
template. Have you tried simply changing the regional settings in
Windows to whatever other language is desired to see if the program
matches its GUI elements to the language selected in the OS?
