Depends entirely on how you send them.

If I send them as normal, using Turnpike, Outlook, or Thunderbird. If I
want to retain dates, I make a zip file, which _does_ retain dates
(though I'm not sure if more than one) with each file within. If I just
save an attachment from Turnpike or Outlook, the file created gets a
creation date of the instant it's extracted.


And there are many ways (countless ways) to send attachments. Many of
them are entirely transparent to the user, so without digging they may
have no idea how they are sent or what metadata is preserved.
