Is there a C call to get current processor usage
and memory, such as you get from Task Manager?

I'm trying to self-regulate a long running
background process.

Regulate in what way? Process Lasso does a very good job of taming
processes and leaves those that you don't want to be touched.

Process Lasso Free - Auto-optimize process priorities and much more!

If it's cpu busy, sleep for a while and look again; if it's up around
max memory, don't launch another job until it's down again.

The question is how to get the numbers.

These are background cpu-bound processes that run for weeks.

Process Lasso also monitors memory use. And you can tell if what to do
based on memory usage. Although I can't tell you much about this, as I
haven't found a need for this feature yet.
