On the right, double click on Allow Cortana and set it to "Disabled".

That all sounds well and good, but on my 1709 Windows 10 Pro, that option
doesn't even exist but something similar does:

On the right, double click on Allow Cortana and set it to "Disabled".

This still didn't disable Cortana to bring up Bing.
