Default Blue Box around letters under icons

Right click on My Computer and choose Properties, Click Advanced, then
Performance, then Setting and Visual Effects. Check the box "Use drop
shadows for icon labels on the Desktop". Click apply and ok.

And if that doesn't work then try this. Right click on the desktop
then choose properties, then click on the desktop tab. Then click on
the customize desktop button, then click on the web tab and finally
delete the Active Desktop element for example the web page listed in
the text box. Click apply and ok.
