Default how do I remove the person activation button prior to Windows loading

so question is can I eliminate this selection button so the computer
completely loads up?
If so, how? I know it can be done as my computer had a change in HDD as
the last HDD "clattered" to a stop. So I have had to reload
everything from scratch.

Right-click My computer, Manage, Local Users and Groups, Users. In the
right window pane is a list of all the users on your computer. Just right-click the
accounts that were added by the Microsoft.net framework update and select delete or disable.
Close the window, reboot, and the "Select User" logon screen will no longer appear.
