Maybe check all the shortcuts and make sure they actually
have valid target data. I can't think of anything else to check.
Also, this isn't the answer you're looking
for, but you can add EXEs to the context menu at the top,
like "Open with Notepad". I use about 6 of those myself, as
well as about a dozen SendTo links going to folders.

HKEY_CLASSES_ROOT\*\shell\Open With Notepad
default value: "Open with Notepad"

HKEY_CLASSES_ROOT\*\shell\Open With Notepad\Command
default value: "C:\Windows\System32\notepad.exe" "%1"

Mayayana:

I have checked that the shortcuts do have valid targets. I also tried potting a
copy of NOTEPAD.EXE in the Send To folders but that did not work either.

Explorer's context menu does have an entry for Notepad and I can obviously work
around this but it is frustrating that it used to work and now does not.

I have found references to a "Sendtofix.vbs" that claims to fix the problem but
I hesitate to try it not understanding what it does.
