Unfortunately, I can't add much value to what everyone has already said.

Everyone gave good advice, where, my personal experience is all I can share
with the OP.

That is, when I burn video "files" to a "DVD disc", there are two
fundamental methods I use, both of which "play" in a PC, but only one of
which plays in a typical "dvd player".

Usually, it takes a bit of trial and error to make a "compatible" DVD.

Like almost all sane people, I use IMGBurn to burn the files, but I use any
decent free "DVD creation" tool to create the VIDEO_TS (and other) folders.

It has been a while since I've created and burned a DVD (usually from, oh,
normally, AVI files or MP4 files, with or without subtitle files), where,
looking in my archives, the DVD-creation tool of choice (for me) was...
C:\software\editor\brcddvd\{devede,dvdflick}

I realize the OP has, most likely, a "burning" issue, where I mention these
"creation" details for the benefit of all in the Usenet potluck we share.
