Default Is 2823324 safe now?

I did have a Startup problem recently with "winload.exe missing or corrupt",
this seemed to fix itself after reboot and no problem since. Don't know if
this update had anything to do with it but have now uninstalled it anyway.

You need to uninstall. As Ken1943 already stated: it was replaced with
another update (which you have probably installed at this moment).
