Default no DVD burning software after reformatting & can't play DVD

I used to have DVD burning software, but my computer (Compaq Presario) was
reformatted recently. The guy who did it said he installed everything on the
recovery discs, but I have no DVD burning software anymore! I don't remember
what I had before, but the manual suggests it was RecordNow!
1) Would RecordNow! be on the supplemental disc, by any chance? Will it
hurt my computer if I put that disc in and see what's on it?
2) Also, I haven't been able to play a DVD either. Windows Media Player
says it can't play the DVD because a compatible decoder is not installed on
my computer. What should I do about this? Why isn't this included in the
DVD burner software...or is it?
3) Is there some kind of burner included in Windows XP?
4) If there is nothing on the recovery discs, what should I purchase that
can have both the burner and the decoder?
