You should re-post this question, complete with a
different title.

"Temporary firewall problem at boot up" or similar.

To help the process along, I want you to look
at the network icon as well when this happens.
It could be, the Firewall is broken, because
the network connection is broken for the
first 60 seconds. (The "NGEN" problem.)
The network is then rediscovered, the Firewall
enables itself, the problems go away. It could
even be a vice-versa problem, firewall causes
the problem, and network connection suffers
temporarily because of it. Something in that
mess, uses a .NET assembly, and that's what is
actually broken.

Right now, my network icon doesn't show. When I
have the "NGEN problem", I recollect seeing a
network icon with an X on it. And it disappears
after around 60 seconds. I think the NGEN solution
fixes mine for me. Haven't seen it in a month
or two. But, it'll be back. Just like the Windows
Update problem ("svchost 100% CPU") will be back
in January again. With support done in April, I
see no reason for them to fix that. It's too easy
to just "sit on your hands" and wait for April,
for the development manager at Microsoft. Having
worked at a big company with thousands of software
developers, I've seen this "sit on your hands" routine
before. It's hard on the fingers :-)
