There are useless and useful versions of the Snippingtool.

The early versions with no delay timer are useless. There's
many shots where I needed to expose a menu, I could not do it.

For those cases, I used the GIMP screen capture tool, which
has a delayed capture.

Using Bluetooth speakers or headphones, that's a function of
a Bluetooth "profile". Earlier OSes had third party Bluetooth
stacks. And they might well have worked with Bluetooth headphones
for all I know. What Windows 10 attempts to do, is provide its
own stack, with mixed results. Some earlier Windows 10, were
pretty clumsy looking - they tried for the "chocolate syrup"
appearance to things, but the process still looked like they
were struggling. You can blame that on Bluetooth, as much
as the difficulty of writing a stack.

I still don't think you can do a Bluetooth piconet properly on Windows 10.
Not that it would have any utility, but would represent a tick
box for completing a set of profiles. Just as previous OSes
used to support Firewire networking (the Firewire having its
own MAC address assigned in the BIOS or the like). Windows 10
removed support for Firewire networking. It might have been
competitive if there had been a Firewire 1600, but with Firewire 800
you would get around 80MB/sec and Firewire 400 (a lot more common)
would only give 40MB/sec (or 20-30MB/second on disk enclosures).
At one time, there was even a thing that looked like a router
box for Firewire 400 (a kind of hub), but that was "decades ago" :-)
