Hi everybody!
Just today I bought an HP laptop with pre-loaded windows 8.1.
(1) Is it true that windows 8.1 allows a recovery disk on a
USB drive only, as opposed to windows 8.0 which allows either DVD or USB?
(2) What is "one-time" recovery? Does it mean that recovery
disk can be made only once?

"one-time" recovery means that you can only attempt to start to make
the recovery disk once. In particular, if you don't actually start
writing on the disk because the process was lost by accident or your
disk writer fails, or something else happens to cause the process to
stop before the recovery disk actually starts getting written to,
it still counts as your "one-time". (Of course if the operation
actually starts writing to the disk but cannot complete due to a media
error, you are also at of luck.)
