As I understand it a metered connection will only work on Wi-Fi and my
desktop is wired LAN. My laptop is Wi-Fi only and metered works as
advertised,

I have also tried adding the GPE to the Win 10 Home laptop as a test
and it does not work.

Great. If that works and MS does not change the Reg during some upgrade
you have saved me the Pro upgrade cost. Can always do later if MS
changes. My problem is unattended overnight batches where interruption
by upgrade/reboots might cause system failures beyond just batch being
non-productive,

Now just have to find out if an upgrade will allow Quicken to work or I
will have to do a fresh install. I guess since no one has responded to
my questions about NET Framework I will just have to "bite the bullet"
and upgrade and test. I have save a Belarc scan as a list of installed
programs.
