I just can't figure out what to do from the comand propt. I tried every
combination of things I could think of. I can't seem to navigate to the
desktop using the comand prompt.

Try this:
Open a command prompt (Start Run cmd) and browse to the desktop:
Documents and settings\Username\desktop ( typing cd (Change
directory))
Open task manager (Ctrl + Alt +Del) and kill explorer.exe from there
In the command prompt, type : del source_hdr02
In Task manager, open a new task -- explorer.exe

Delete it from the XP CD Recovery console.
Or boot from a Windows 98 boot disk and delete it from there.
