Default troubles creating an internet connection

Problem Description: i just bought a Dell Inspiron 1100
laptop that had Windows XP Home edition installed.
However, i own XP Professional and chose to use it as an
upgrade on my new laptop. After installing the Upgrade i
no longer have the option to create a new dail up
connection.

I had AOL installed on the computer when i recieved it
last week, when i dail out it will bring up the AOL
welcome page, with current news stories, and i can click
on some of the AOL links, but i cannot access the World
Wide Web.

I was refered by Dell support to read Microsofts
Knowledge base article #320558, which discribed my
problem perfectly. I applied the two resolutions
presented in the article to my computer, but it did no
good, the problem is still occurring, i have even
reinstalled Windows XP (the article only advised an
upgrade) and it did not change anything.

I have replaced my registry with an old one and the
problem still exists.

I have no idea what i should do next. Should i reformat
my Laptop? I have reformated Win '98 on my desktop
several times, but i very nervous to perform it on my
brand new notebook!
