64 bit runs 32 bit programs just fine. There is no setting. Are you sure
the programs are 32 bit ? 16 bit programs will not run, like some old

If by 32bit you mean Windows XP, Windows 8 will not run a program
written for Windows XP.

As I remember Compatibility Boxes was an upgrade to the basic Windows 8.
