Mandate, no. Optional, yes but only and optional for
specific apps.

Fine. Can you show me a proof of this statement?
I have NDAs with several customers. If you're wrong, Win10
does default to the cloud and I don't notice it immediately
or can't find a way out of the cloud, may I sue you?
