LOL! Not true. During 911, it was Cheney that was calling the shots.
The 911 commission showed that Bush wasn't in always in contact no
matter where he was.

And it took 3 days for Homeland Security to declare Katrina, "an
incident of National significance." This administration's slow response
is criminal, and people have died because of it. And the Buck stops in
the Oval Office . . . . er, no, Crawford, TX!
