The OP is (most likely) running plain DOS, not a console window runing under
Windows

Although the OP thinks it works the same inder XP, I'm not aware that it can
be booted into DOS (as you can with W98)

i was running it in a DOS WINDOW in Win98. I could also boot directly to
DOS, But it's using the DOS that comes with Win98.

Actually, it's been many years, but I dont think the TREE command came
with Win98. I think it was eliminated in 98. But I sort of recall
copying that and a few other missing Dos commands from a prior version
of Dos to the Dos folder in Win98. The commands work fine, it's just
that Win98 did not come with them. It's been 18 or 19 years since I
installed Win98, so it's hard to remember all the details, but it seems
to me that TREE was not included.
