I've had a lot of non-touch systems come through the shop and so far I
haven't seen one that defaulted to the Desktop UI, including my own systems.
By chance, do you have a credible cite that supports your claim?

http://blogs.technet.com/b/askpfepla...ancements.aspx
discusses this relatively authoritatively.

"That flexibility remains unchanged in this Update but going forward,
there are new defaults – as mentioned before, Windows 8.1 Update now
boots to the desktop as the default unless the device is a tablet form
factor."

It's just a default, you can set whatever you actually want.

That's a bit misleading since it implies that you can decide to use ONLY the
Desktop UI.

If you set desktop mode, the Modern UI is still used as a launcher, but
just a launcher unless you choose to launch Modern UI apps and it only
appears when/if you call upon it. I often go hours at a time without
seeing it, if not days.
