Default XP "Send To" folder not working

Also, the SendTo menu items are only from the current user's profile and the

right-click popup menu, then access the SendTo menu from the File Open
dialog, the SendTo menu will have different set of items which came from
"All Users" profile, and that third user account's profile. It won't include
the items which came from the user account which was used to login into
Windows.

The items are not marked as hidden.

There are only two users on this system - Administrator and Default User and the
Send To folder for each account has identical entries.
