10 minutes later: I have rebooted and all appears to be working
properly again (except Cortana). :-(



I've got one looping like that right now, and rebooting
isn't helping.

I managed to get Task Manager to run.

From there, I got explorer.exe to start.

Plugged in a DVD and now I can run "setup.exe" off it.

*Don't* accept the option to download updates.
It got to 46% and stalled. Now, I have to repeat
and try again.
