Have you turned on the pop-up blocker? I suggest you check the following
factors:
1. Turn off the pop-up blocker in IE
2. Check if you have installed any anti-virus or firewall like Norton
internet security 2003. According to my experience, firewall will cause
this issue. Please temporarily remove the anti-virus and firewall to
isolate this issue.
3. Set the two group policies " Do not display 'Install Updates an Shut
Down' option " and "Do not adjust default option in 'Install Updates and
Shut Down' " to Not Configured and test re-test this issue.
If the issue persists, please gather the following info on the problematic
machine and send it to
for research.
1. ROSP
a) In Cmd, issue the command rosp.
b) Take a screen shot of the result of rosp. If there is any yellow
exclamination before the group policy, it means the policy has not been
correctly applied.
2. Windows update.log
