Um, as your first step, if you're on an "unsecured" network,
wouldn't you use the "non-home" item of the initial network
setup ? If you want to segregate your room mate, while
sitting on the same router, then "use the Starbucks setting" :-)

The newer Windows offer options like this.

A "networks in public places" implies an untrusted environment.
The Wifi at such a place, gives you a connection to the Internet.
But you don't want any snooping going on, so "don't turn on
sharing" is intended to prevent that snooping.

So what you wanted, is to tick the "No" box, the bottom one.

If you use the control panel for this stuff, it has
more settings and a finer granularity. I don't know if
you can go backwards and do that initial step over
again or not. All I can tell you, is I have a habit of
rushing through that step a little too fast, and selecting
the wrong one (in Windows 7, it's a dialog with three
choices or so).
