Microsoft sells that OEM SKU, to "compete with Chromebook".
But I think they sell them mostly, to annoy customers.
Annoying customers is a fine art. Only a few companies
are really good at it.
Take the per-core licensing fee Microsoft uses now, for
server stuff. Oracle-quality annoyance.
